CAPT Curtis Duncan is a native of Cortland, Ohio. He graduated with honors from Case Western Reserve University in 1992 earning a Bachelor of Science degree in Mechanical Engineering. He entered the Navy through the Nuclear Propulsion Officer Candidate Program (NUPOC) and was commissioned following Officer Candidate School in Newport Rhode Island in 1993.
Duncan commanded USS Key West (SSN 722) homeported in Guam. His sea tours include service in both the Atlantic and Pacific Fleets making deployments to the North Atlantic, Western Pacific, and Mediterranean Areas of Operation. His Operational assignments include duty as a division officer on USS Norfolk (SSN 714), strategic weapons officer on USS Louisiana (SSBN 743) (BLUE), and executive officer on USS Columbus (SSN 762).
Ashore, Duncan served in the Distribution, Policy, and Procedures Branch at the Bureau of Naval Personnel in Arlington, VA and Millington, TN: the Naval Office of Legislative Affairs in the Pentagon representing the Science and Technology Programs; The Maritime Operations Officer for the Joint Staff at United States Pacific Command in Pearl Harbor, HI; the Director for Policy, Procedures and Operations for the Joint Guam Program Office in Arlington, VA; and the director of Nuclear Programs for Officer Development, Naval Service Training Command in Pensacola, FL.
Duncan is currently assigned to the faculty at the Eisenhower School in Washington DC.
He holds a Master of Science degree in Mechanical Engineering from the University of Memphis, a Master of Arts degree in National Security and Strategic Studies from the Naval War College, and a Master of Science degree in National Resource Strategy from the Eisenhower School. He also holds a license as a professional engineer in the state of Virginia.
His awards include the Legion of Merit, the Defense Meritorious Service Medal, Meritorious Service Medal, Navy Commendation Medal, Navy Achievement Medal, and the James D. Forrestal Award for Excellence in Strategy and Force Planning.
Duncan is married to the former Tamara Duffy of Revere, Massachusetts. They reside in Alexandria, VA with their sons, Casey (16), Caden (14) and Kyle (11).
