Captain Goad is from Mount Airy, North Carolina. He graduated with a bachelor’s degree from Elon University. He was commissioned as an Ensign after graduating with a master’s degree from North Carolina A&T State University. He holds additional master’s degrees from Southern New Hampshire University and the Naval War College. He also holds certificates from Air University and USMC Expeditionary Warfare School.
Captain Goad’s leadership assignments include: Company Commander, Charlie Company, 3d Medical Battalion, 3d Marine Logistics Group; Executive Officer, 1st Medical Battalion, 1st Marine Logistics Group; and Commanding Officer, 2d Medical Battalion, 2d Marine Logistics Group.
Captain Goad’s service in the Operating Forces includes: Administrative Officer, Fleet Surgical Team EIGHT; Operations Officer, 3d Medical Battalion, 3d Marine Logistics Group; Medical Planner, III Marine Expeditionary Force; Planner, NATO Rule of Law Field Force; and Medical Planner, 3d Marine Division.
Captain Goad’s service outside of the Operating Forces includes: Public Works Engineer, Naval Air Station Patuxent River; Project Engineer, Naval Hospital Roosevelt Roads PR; Assistant Director for Administration, Naval Health Research Center; Department Head for Human Resources, Fort Belvoir Community Hospital; and Chief of Medical Plans, The Joint Staff. Captain Goad’s operational deployments include: Operation Iraqi Freedom underway onboard USS Kearsarge and USS Bataan; Operation Enduring Freedom underway onboard USS Wasp; and Operation Enduring Freedom, Afghanistan. Captain Goad’s personal military decorations include: Legion of Merit, Defense Meritorious Service Medal with two Oak Leaf Clusters, Meritorious Service Medal with two Gold Stars, Joint Service Commendation Medal, Navy Commendation Medal with three Gold Stars, and the Navy Achievement Medal with two Gold Stars. He is authorized to wear the Joint Chiefs of Staff badge, the Fleet Marine Force Warfare Device, and the Surface Warfare Medical Department Officer Device.
