CDR Brian Hahn, JAGC, USN

Commander Hahn graduated Magna Cum Laude from Santa Clara University in 1993 with a bachelor of science degree in political science, including membership in the Phi Beta Kappa honors society. In 1997, he received his juris doctor degree from Stanford Law School. From 1997 to 2003, he worked as a Corporate Law Department associate in the law offices of Orrick, Herrington and Sutcliffe, LLP, San Francisco, CA. At Orrick, he advised clients ranging from large publicly-traded companies to start-up ventures on a host of complex corporate transactions, including mergers and acquisitions, initial public offerings, and venture financing. From 2003 to 2005, he was Vice President and Division Counsel at eFunds Corporation in Scottsdale, AZ. At eFunds, he advised the International, Global Outsourcing and Government Services lines of business. Commander Hahn received his Naval commission in 2005 pursuant to the Judge Advocate General's Corps' Direct Appointment Program.

Commander Hahn graduated from Naval Justice School in October 2005 and reported to the Navy Legal Service Office Mid-Atlantic (NLSO MIDLANT), Norfolk, VA where he served as a Legal Assistance Attorney. From October 2006 to April 2007, Commander Hahn served as the Fiscal Law attorney on the 4-star staff of Multi-National Force-Iraq, Headquarters, Baghdad, Iraq. From April 2007 to January 2008, he served as Defense Counsel at NLSO MIDLANT. 

In January 2008, he transferred to Region Legal Service Office Midwest, Great Lakes, IL, serving as Department Head of Training Support Center Great Lakes Legal Support Group and as a command services attorney. From January 2010 to July 2012, he served at Naval Justice School, Newport as an instructor in the Civil Law department, specializing in Ethics, Administrative, and Fiscal Law. From July 2012 to June 2015, Commander Hahn was assigned to NATO Support in Stuttgart, Germany, where he provided legal advice on U.S. involvement in 18 NATO Memorandum of Understanding organizations and 9 NATO Centres of Excellence. He also served as Assistant Staff Judge Advocate in the international law division of the Staff Judge Advocate, Headquarters U.S. European Command. In this capacity, he served as the lead legal adviser and negotiator on 19 international agreements with Poland, enabling the President-directed ballistic missile defense mission in Poland

From June 2015 to June 2018, he served as Department Head/Professional Development Officer, Region Legal Service Office Southwest, San Diego, CA, where he was accountable for the professional development of nearly 70 first-tour Judge Advocates.  From July 2018 until August 2020, he served as Deputy Fleet Judge Advocate at U.S. Fleet Cyber Command/Commander, U.S. Tenth Fleet, Fort Meade, MD, acting as the chief operational lawyer to the Navy's 3-star cyber warfare commander.  From August 2020 until September 2022, he served as Assistant General Counsel at Defense Intelligence Agency, supporting the Deputy Director for Global Integration, ensuring alignment of the Defense Intelligence Enterprise to support Department of Defense Strategic Competition efforts.  From September 2022 until July 2025, Commander Hahn served as the International Programs Department Head and Law of the Sea Department Head in the Office of the Navy Judge Advocate General’s National Security Law directorate at the Pentagon.
