Dr. Elizabeth H. Carhart

Elizabeth Hoag Carhart is director of institutional research at the Eisenhower School, where she is responsible for program evaluation and analysis in accordance with the new Outcomes-Based Military Education (OBME) process. She holds an earned Ph.D. in Educational Leadership with an emphasis in Educational Research and Program Evaluation from Old Dominion University, specializing in evaluation and assessment, instrument design and validation, and data interpretation, including quantitative, qualitative, and mixed-methods research. Her research interests are in network theory and change implementation and application of recent cognitive psychology to measurement of student learning.

She has taught almost continuously over the past thirty years, including high school and undergraduate history, web design and architecture to adult students, graduate-level evaluation methodologies, and coached dissertation writers. She has extensive experience in the design of both curriculum and assessment, including collaboration with Rutgers University, the Educational Testing Service (ETS), and the New Jersey State Board of Education. She enjoys teaching the occasional graduate course in research methods when time allows.

At the Eisenhower School she collects and interprets data from students, faculty, and other stakeholders in order to ensure that faculty and leadership have the data they need to adjust their courses to the evolving needs of cutting-edge military preparedness in the twenty-first century
