Mr. Luis M. Perez (USA ret.)

Mr. Perez joined The Dwight D. Eisenhower School team on 14 March 2022 as the DIA Chair and faculty member in the National Security Studies Department.  Luis has served for over 36 years as an intelligence professional with experience at all Levels of War. He has been assigned or operational deployed to the Indo-Pacific region, Latin America, Middle East, and the National Capital Region. Enlisting as a Signals Intelligence (SIGINT) and Electronic Warfare (EW) technician, he went on to earn a Regular Army commission in 1992. Upon his retirement from active duty, he has continued to serve as a Department of the Army (DA) and DIA civilian intelligence officer.

Luis honed his military intelligence (MI) skills in tactical and echelons-above-corps units in which he planned, coordinated, or led counterintelligence (CI), human intelligence (HUMINT), SIGINT, and EW operations and All-source Analysis. His military assignments include: Mechanized Infantry Battalion S2; MI Company Commander in support of Operation DESERT SPRING; Theater MI Brigade Planner in support of CFLCC during Operation IRAQI FREEDOM; SIGINT Battalion S3; Executive Officer/Deputy G3 Forward, INSCOM Theater Coordination Center-Iraq; and Theater MI Brigade S3.

As a DoD civilian, he has served as a combatant command intelligence planner, taught joint planning at DIA and the National Intelligence University, and on behalf of the Joint Staff J2, led the integration of Defense and National capabilities to satisfy combatant commanders’ intelligence needs while overseeing all intelligence-related Adaptive Planning and Execution (APEX) System development across Policy, Procedures, People, and Technologies Lines of Effort. In support of OUSD(I), he coordinated intelligence aspects of Strategic Portfolio Reviews and co-authored of Consolidated Intelligence Guidance FY 2018-2022. For the Battlespace Awareness (BA) Functional Capability Board, he led comprehensive net assessments of the BA capability portfolio, reviewed and prioritized intelligence capability requirements and related Chairman’s Program Recommendations, served on Core Writing Teams for CCJO: JF 2030 and threat-focused Joint Operating Concepts, and initiated the DoD’s first Joint Concept for Intelligence Operations (JCIO) to drive the evolutionary advancement of DoD intelligence through 2035. Immediately prior to assuming his current duties, he orchestrated development of intelligence support plans for two globally integrated contingency problem sets and designed intelligence procedures and products to support Great Power Competition and meet Global Campaign Plan objectives.  

Mr. Perez possesses a Bachelor of Arts in Political Science as a Distinguished Military Graduate of Kansas State University. He holds a Master in Public Administration from the University of Oklahoma and a Master of Science in National Security Strategy from the National War College.
