Joe Spruill has broad experience in the National Security arena as a career Naval officer, federal civil servant, consultant, and industry liaison. At Lockheed Martin, he provides support for corporate initiatives and programs in logistics and sustainment, and collaborates with the U.S. Department of Defense, NATO, and industry associations on policy and matters of mutual interest. Joe is currently on assignment at the Eisenhower School as the senior advisor to the Commandant, managing the Private Sector Fellows program which promotes public-private sector interaction and understanding for the collective defense of our nation.

In the Navy, Joe was a Supply Corps officer, with service aboard USS RALEIGH (LPD 1), USS JOHN C. CALHOUN (SSBN 630), USS L.Y. SPEAR (AS 36), and USNS SUPPLY (T- AOE 6). Deployments included strategic deterrent patrols and war deployments during operations DESERT STORM and IRAQI FREEDOM/ENDURING FREEDOM. Ashore assignments included Navy Supply Corps School; Commander, Surface Forces, US Atlantic Fleet; Naval Supply Systems Command, Naval Operations Staff, and Assistant Secretary of the Navy (Research, Development and Acquisition).

At the Department of Homeland Security, Joe worked in the office of the Under Secretary for Management supporting the DHS Executive Logistics Council, and inter-agency initiatives: DoD-DHS Capabilities Development Working Group, and the Whole of Government Logistics Council.                

A graduate of the U.S. Naval Academy and the Naval War College, Joe also holds an MBA from Troy University and a Masters in National Resource Strategy from the Industrial College of the Armed Forces, National Defense University.                                

Joe works with several industry associations; serving in leadership roles for the National Defense Industrial Association, Aerospace Industries Association, and the NATO Industry Advisory Group, all in support of Government-Industry collaboration. He also serves on the Board of Directors, U.S. Navy Memorial Foundation.

Once a sailor, always a sailor, Joe’s avocations are on the water – working on old sailboats and coaching crew teams on the rivers of Washington, D.C.
