From 2024-25, Andrew served as Deputy Assistant Secretary of State for Southeast Asian and ASEAN Affairs. He previously served as the Charge d’Affaires a.i. in Phnom Penh, Cambodia from May to August 2024. Prior to this, he served as Economic Minister Counselor at the U.S. Embassy in Seoul, South Korea from 2021-2024, including 13 months as acting Deputy Chief of Mission. Andrew also served as the Deputy Chief of Mission at the U.S. Embassy in Lilongwe, Malawi from 2016 to 2019. Other overseas assignments include Thailand, Uganda, Vietnam, and Malaysia. In Washington, he served as the Indonesia Unit Chief and as a special assistant for Deputy Secretary of State William Burns. Andrew joined the Foreign Service in 2000. Prior to joining the Foreign Service, he practiced environmental law at a Washington, D.C. law firm. He received his undergraduate degree from the University of Michigan and his law degree from the University of California, Los Angeles.
