Captain Ennis Parker is an assistant professor at the Eisenhower School. He serves as the CJCS Chair, and will lead the Biotech Industry Study in Spring 2024. CAPT Parker graduated from Amherst College in 1999 with a Bachelor of Arts in Political Science and was commissioned at Officer Candidate School in Pensacola, Florida, in 1999. He also holds a Master of Business Administration from Harvard Business School and a Master of Science in National Resource Strategy from the Dwight D. Eisenhower School for National Security and Resource Strategy. At sea, CAPT Parker most recently served as Commanding Officer of USS HOWARD (DDG 83) in San Diego, CA, from November 2019 to May 2021. He previously served as Executive Officer in USS HOWARD, Combat Systems Officer and Weapons Officer in USS DECATUR (DDG 73) in San Diego, CA; Strike Officer in USS MITSCHER (DDG 57) in Norfolk, VA; and Assistant Operations Officer for Commander, Destroyer Squadron SEVEN in San Diego, CA. Ashore, CAPT Parker served most recently as Program & Budget Branch Chief within the Program & Budget Analysis Division of the J8 Directorate on the Joint Staff. Previously, he has served as Deputy Executive Assistant for the Deputy Chief of Naval Operations, Integration of Capabilities and Resources (OPNAV N8); Surface Ship Construction Budget Analyst for the Assistant Secretary of the Navy, Financial Management and Comptroller; Flag Aide to the Director, Surface Warfare, on the staff of the Chief of Naval Operations (OPNAV N96); Senior Military Fellow at the Center for a New American Security in Washington, DC, and Assistant Flag Secretary for Commander, Naval Surface Forces in Coronado, CA.
