In his civilian capacity, LTC Posil is the Chief, Office of International Acquisition (CG-922) within the Acquisition Directorate (CG-9) at U.S. Coast Guard Headquarters. In this position, he leads the 42-person U.S. Coast Guard Foreign Military Sales (FMS) enterprise. Since first joining CG-922 in 2007 LTC Posil served in positions of increasing responsibility including FMS Case Manager, Senior FMS Case Manager, and Deputy Chief. From 2015-2020 he worked at Navy International Programs Office as a Country Program Director (CPD) before returning to the USCG. He is a federal government-certified Level III acquisition program manager, DOD Acquisition Corps member, and graduate of National Defense University’s Senior Acquisition Course.
In 1998 LTC Posil received his commission as an Army officer and served nearly six years on active duty, including deployments to both Afghanistan and Iraq. After a five-year break in service, he rejoined the military in a “part-time” capacity as an officer with the Maryland National Guard. He has been activated on numerous occasions including most notably for a deployment to Afghanistan and as part of the COVID-19 pandemic response. In addition to his role as an instructor, his current “M-day” duties include commanding a general support battalion.
LTC Posil has a Master of Science in National Security Resource Strategy from National Defense University’s Eisenhower School, International Master of Business Administration degrees from University of South Carolina and WirtschaftsuniversitÓ“t Wien (Vienna, Austria), a Master of Science in International Relations from Troy State University, and a Bachelor of Arts in International Relations and Latin American Studies and International Relations from University of Delaware.
