LTC Norwood was born in Philadelphia, Pennsylvania. In 1996, he accepted an ROTC scholarship and received a commission in the Ordnance Corps upon graduation from Edinboro University of Pennsylvania in 2000. In 2007, he transitioned to be a Nuclear and Countering Weapons of Mass Destruction Officer. He currently serves as military instructional faculty at the Dwight D. Eisenhower School for National Security & Research Strategy, National Security and Economic Policy (NSEP) Department. He facilitates course curriculum to multifunctional student seminars. Courses include ES6130 Strategy, ES6131 Acquisition and Innovation, ES6603 National Security Exercise, ES6600 Individual Strategic Research Paper, ES6765 Industry Studies, and ES6500 Leadership.
Rahmin is a career military practitioner having served in multiple technical and operational assignments as a commissioned officer. Most recently he served as the Protection CBRN Analysis Chief, JTF - Civil Support, Fort Eustis, Virginia (subordinate command of USNORTHCOM), leading a 24 person force protection and CBRN analysis cell during CBRN response operations. Serving as focal point for shaping 2-star General Officer's Protection and CBRN priorities. Conducts analysis and translates Secretary of Defense approved Mission Assignments into actionable orders for DCRF unit commanders in support of the civilian Lead Federal Agency. Additional technical and leadership positions include Deputy Chief of an 11 Soldier, high readiness, national strategic capability Nuclear Disablement Team (NDT), Aberdeen Proving Grounds, Maryland; Deputy Branch Chief, leading and supervising 37 Air Force, Army and Navy personnel at Camp Smith, Hawaii, HQ USINDOPACOM joint command center on nuclear command and control, early missile warning, emergency action missions, and Presidential nuclear strike advisor and conference manager.
