Lawrence Rubey is a career United State Agency for International Development (USAID) Senior Foreign Service officer. Most recently, he served as the USAID/Peru Mission Director (2015-2019) and USAID/Columbia Deputy Mission Director (2013-2015). A development economist with nearly 30 years of professional experience, his career has been devoted to designing and implementing effective foreign assistance programs and managing large, multi-cultural teams in Zimbabwe, Bolivia, Malawi, El Salvador, Colombia, and Peru. Dr. Rubey has also held previous faculty positions at both U.S. and overseas universities and worked in the non-profit sector. He is the author of a number of policy papers, journal articles and book chapters on topics such as food security, improving the functioning of markets, and enhancing the effectiveness of development assistance. He has a B.A. in Economics from Northwestern University, a M.A in Economics from Boston University, and a PhD in Agricultural Economics from Michigan State University.
